The first step in planning for change is to completely understand and map out into cross-functional maps how work in a particular area is done and how decisions and interventions affect the outcomes. As-IS mapping is an extensive series of on-site interviews with individuals, departments and groups engaged in workflow. In most bureaucratic organizations work activities may be functional but not connected into affective processes serving the purpose of the activity. We see this in Human Resource management operations where multiple tasks and decisions points slow down the objectives of hiring qualified people for vacant positions. To change this each stakeholder across departments must have an understanding of how work moves in and out of their domain. Administrators need to see the end-to-end processes in order to identify bottlenecks and breakdowns of workflow. After extensive As-Is maps are completed and understood To-Be process mapping can begin to design both short term changes to workflow and re-engineer with technology processes changes. When this is complete all stakeholders have participated in a framework for change. When this is done well the good change management plans and the proper technologies to achieve the process improve can be defined. We help in completing To-Be process mapping.
